How does the paypal and credit card feature work?

Hello,

   I'm new to OSC. It looks like some great software. But my client wants to know how the checkout with PayPal and Credit card works. I need to know. Does this charge the credit card then sends the money to the owners bank account? Does the owner need a subscription? Does paypal automatically get sent to his account?
