Newsletter and Local Tax Zone Woes

I created a newsletter but how do you send it to you customers? Is it something that is just scheduled on a monthly basis or is there a manual way to push the newsletter out? I've set up a local tax zone for people that are in the same state as myself but now how do I get the shopping cart to automatically add that tax if the client is in my specified tax zone? Thanks in advance for any help!
