OsCommerce compared to Actinic

As far as I can tell Hostway provides PHP4 and MS SQL on Windows Servers which seems to rule out OsCommerce. Has anyone any experience with comparing Actinic and OsCommerce and whether or not it can be run on a Hostway hosted solution? Beyond this there are many questions about shipping zones, tax zones, etc for international use which anyone trading in the Uk could probably answer regarding EU, USa taxes, and shipping.
