I thought the same.   But actually what it does is add their name to your newsletter mailing list.   When I thought about it, it makes better sense.  You would not want to notify everyone that you had a typo.  

So,  after you update your product, you go to your admin tools and select newsletter manager.    At top of form, you select product_notification.  Then, type in your blah, blah, etc.   and click save button at bottom.  

Next, click lock.  Then click send.   Then chose products that you want included in your email and move them over to the selected products side and click submit.   New page tells you how many emails you are sending.   If it is greater then 0, you hit send.  Then new page pops up showing process.
