Adding a new customer record

Hi,
Can anyone write the php and mysql code needed to add in a new customer record? There's edit customer in OSCommerce but i am appalled that a simple 'add a new customer record' isn't there under administration. The products group has got add new categories and add products text boxes but why not 'add customers' under customers. Thanks for your input.
