product attributes are auto included-not good

I am selling tours on my site.

The same tour will have a different price for kids and for different group numbers i.e:
$85.00 per person 1-4 pax
$77.00 per person 5-9 pax
$69.00 per person 10-14 pax
$62.00 per person 15-19 pax
$56.00 per person 20 + pax

So added the numeric option id's like 1-4, and 5-9 which worked but when I attributed these new options to a tour and gave them a price the tour I was selling sorta added all the options. I though the customer would get a drop down box and choose which option which would then be reflected in the price but instead of just an 85.00 tour they get 85+77+69 etc which could come to more than 200 bucks...

How am I going about this wrong?

And more importantly how can these attributes allow people to choose on of the above regardless of the products default price ($85.00)
