Its possible with the right contributions and modifications.

From reading what you need you just do some sort of admin mod with user level restrictions, software would be in the product categories based on how you configure it (is it going to be downloadable?).

As for the banking and money transfers, you would have to arrange that with your merchant / account services. Look at options with paypal and all of the other services out there.
