I changed my settings on products_attributes for the attributes at the bottom to show 6 at a time and have 3162 pages in the listing. I click on 3011 and go to 3011. It is slow as heck set to 6 and takes about 8 seconds to make the page with 19000+ attributes ... but you could also change the setting to use a different value on the attributes and show more than 20 attributes if that is of help.
