Need help with a "=" code ... any takers

I posted this ealrier with no luck any takers now?

Can anyone tell me what I have to change to get my specials window to show items with more thatn one status id? 

I have changed it so I can set the status id to: 
1 for window # 1 
2 for window # 3 
3 for window # 1 and 2 

But how do i set the /includes/boxes/specials.php to show 1 or 3? 

this is the code for that but I dont know how to change the one to allow 1 or 3.
