products_options_values_to_products_options table

what is the purpose of the 
 products_options_values_to_products_options table?

I see it is used to display the "Option Values" section of 
Admin: Catalog/Product Attributes,
but what is the point of the association?
If I add Product Attributes (bottom of the screen),
all 'option name' and 'option values' appear in the drop
down boxes (i.e., the left box does not limit the right box)

I don't see how associating Option Name to Option Value accomplishes
anything.  Why not just a list of Option Values ?
