Category Images at Top Level of Catalog

Hey there everyone,
     Why is it that my Category Images will only display if I have nested them withing another Category???

For example, if the Top level of my catalog has 3 categories (boats, docks, accessories), when I point my browser to default.php, there aren't any category pictures or links.  The only thing there is the text "Welcome Guest! Would......".

Now if I put those 3 categories into a parent category (say "Showroom") and I point my browser to the "Showroom" category, then the 3 images and links for the boats, docks, and accessories appear.

Can I have the images and links for boats, docks, and accessories on the top level of my catalog (in place of the "Welocme Guest..." text)?
