We had to turn off free shipping in the database. Even when Free Shipping was turned off in /admin, we were still seeing it and having problems with it. We think it may have been the weight thing again. We're going to test it in the next couple of days. Ganast can tell you how to turn off Free Shipping in the database. If you really turned off shipping, my thoughts are that you should have at least one shipping module turned on, table_rate or something.
