If this is MS2 that you have loaded ... check the /includes/modules/shipping/ups.php and see if the ID reads:

  $Id: ups.php,v 1.54 2003/04/08 23:23:42 dgw_ Exp $

My UPS Ground is working fine.

I am assuming you have your Country, Zone and Zip Code in the Admin configuration.
