customer's address changes when adding account!

I'm using a [b]snapshot from 6/11/03.  [/b]
When customers create an account they type in a state and when it's 
submitted it changes to a different state. This doesn't happen each time. I was able to reproduce the error using texas.  After submitting, it changed it to Alabama.  

There is a similar problem with card numbers using the credit card module.

Is this a validation problem?
do I just turn off the validation?  If so, how?
Is there a way to  put in a drop down list of states. 

I'm taking quite a bit of heat on this.  
Anyone with any ideas would be great! Or a thread.
