If the states are always going to Alabama then it is most likely a problem with the information being POST'ed by the form.

Alabama is the first entry in the drop down and is being defaulted to for some reason.

Have the page print the contents of HTTP_POST_VARS and see what the information is when you get the problem to re-create.
