Php code for inserting a Marquee in the header.php

I have a site  OSc version 2.1
http://affiliatesexcel.com

I would like to insert a marquee in the header file
but have no enough knowledge of php.

Could anyone please show the code section to be inserted in the
header .php file to insert a marquee  in the Centre
of header navigation bar (where my account , cart content 
etc are shown)
