Another Sales Tax Question

First of all, Thanks Daemonj for your help.

Now here the other problem, I did the step of the WIKI Community site to set up my sale tax (VA).  However, when I did a test run, the 4.5% tax gets added to the price of my products and then gets taxed again @ checkout. 

P.S.  The steps of the Wiki Community site:helpAdminTaxes did not really match my oscommerce admin page, any answers on why is that way?
