Under the GPL you can make whatever changes you want. If you completely rewrite the admin control panel, you don't need to display the copyright. However, the core team suggests that if you change things significantly that you give it a name other than OSC.

I plan on calling my redone Administration tool, OSC Shopkeeper. This signifies that it is indeed a fork of the original admin tool but still tied with the project overall. So far it includes better organization of the catalog, WYSIWYG editor for descriptions, reviews, newsletters and more. The WYSIWYG editor is compatible with Internet Explorer 5.5+ on Windows and Mozilla 1.3 and higher on all platforms.
