Is this seperate enough to escape the GPL?

I would like to create a program for a web development tool which would configure a site for using osCommerce software.  The tool would not need osCommerce to be setup on the system but would use the format and form elements needed to setup a shopping cart using osCommerce within  a site.  I plan on releasing the program for free, however, it won't be under the GPL license (if it has to be I won't bother making it).  The program could also have the capability to extract the oscommerce files from a provided packaged file (.zip) and install them where the user wanted.

I know the reasons don't really matter in terms of the answer for the GPL license, but the end goal is to use tools I've already built (libraries) and construction the program to interface with the web development software and these are my means of earning an income, the GPL isn't favorable for this kind of integration (it would possibly infect my commerical software which uses the same toolset I plan on using here).  In the end, the user would be able to setup osCommerce in their site without having to figure it out.  Anything I modified in osCommerce I understand I would have to have under the GPL and I have no problems with that - I am concerned about my seperate program which can operate without osCommerce. (just won't do any good not to have it).  Your insights are appreciated.
