does oscommerce give away the full source code?

Usually the provider (oscommerce) of the source code doesn't give away the full
source. 
is this true? i asked a web designer to customize a ringtone website example www.matrixm.com. 

this is what he wrote to me:

 We definitely have an expertise in
PHP programming, but specifics of the open source

shopping chart. It is customizable, but just up to the certain point
such as shopping chart categories and visual design of pages.

Working with working source has its specifics:
1. Research of the existing code could take as much time as writing a
new code specific for your business needs. 

2. Usually the provider of the source code doesn't give away the full
source.

Also just to mention that the open source you mentioned doesn't cover
any specific features as midi file convert into a polyphonic ring tone,
picture change to fit onto a cell phone.

your future ringtone site has to interact with mobile operators, treat
media and graphic files and store copyrighted and private customer
information, we would still recommend to develop a secure and tested
personalized code foryour future project.
