If your moving HOSTS then "backup" your database (DB) to the server then COPY all files over and change your two configure.php files to match your new server setting and "restore" from the DB backup on the server that was copied too. (Keep copy off DB site and delete copies off the server.)

Upgrading - you can use CVS to update your files.  Or use a program like Beyond Compair (or any program/tool that can compair 2 files/directories) to semi-automate or to manually update your files

If you have MS2 then updated to the current CVS does not require any DB changes - just add the changes since MS2 came out.
