Tax Zones

Hi,

How do I relate Tax zones to the zones?  When I complete an order, and it goes all the way thru 2checkout, before the order confirmation, the tax is not being calculated.

We are registered in Ontario, the billing address is entered as Ontario (but shows up as ON), the tax zone is Ontario.  Any idea what I could be missing?

Any help will be greatly appreciated.
