Was this on installation also? Was the files installed by you (by FTP) or though a automatic option by the webhost/control panel oprion/was already there (account default)....?
Your hosting provider should have setup proper pemissions for the website root directory and all other directories that you should be using. As long as you FTP the files under your account it should "inherited rights" from the web site's root user(s).
What I discribed above normally is for people tring to install as "localhost" or is working via SSH/TELNET or directlyon/physically at the server ("locally" copied or cut'n pasted the files).
You could "upload all files" then ask your provider to check all permissions/security settings as a percaussion. If they say it is all OK then there is some other limitation set into there PHP settings.
If you have too much problems with the provider working with you - move! PM if you want some good suggestions.
