Try not to use IP Address, because USPS Web Tools API has recently changed their IP address. Following is quote from the E-mail I receive from USPS "Over the Labor Day weekend the U.S. Postal Service changed the Web Tools IP addressing scheme from a 164.x.x.x IP range to a 56.x.x.x IP range. As communicated several weeks ago via email, all Web Tools users should be using fully qualified Domain Names to avoid any Web Tools access interruption due to the IP changes. USPS will be restricting access to the old IP addresses over the next several days with a permanent IP address retirement on Monday, September 15th,, 2003 To avoid a Web Tools service interruption, your company or your ISP should refresh its DNS to reflect the new 56.x.x.x IP range. "
