specials.php is blank

I had imported products and customers into this store, maybe I missed something? I tried looking for where specials might be enabled/disabled but only seem to find where you set it to show as a block. I didn't do any edits to specials.php so i don't know what's up with it... just blank in the middle. Please advise if you can. Thanks.
