urls not parsing correctly

folks. this is really weird. 

i moved a store from one isp to another one. i did it all correctly. but, the urls are not parsing.

here is from a teststore on same server:
https://www.ticketthing.com/teststore/catalog/login.php?action=process

this is from my main store that i just moved:
https://www.ticketthing.com/6thatpenn/catalog/login.php/action/process

see how ? and = are being drawn with slashes. 

any any ideas???? many thanks.
