do you use an FTP program to manage your files?
do you use Cpanel provided by your host to manage files?

If you use an FTP program like WSFTP, just right-click on the file configure.php and go to chmod.
Then change the number from whatever it is to 644. On my server I had to chmod to 444 before the error went away.
If you use CPanel to manage your files there is a way to set file permissions but I dont know how as I dont use it.
