changes in configure.php not taking effect

Hello,
This is probably a common question but I have searched forum topics and I have not found what I needed.  Let me explain what is going on.

I changed the following two settings in my configure.php in the catalog/includes directory:

[code] define('HTTPS_SERVER', 'https://www.rampagehosting.com'); // eg, https://localhost - should not be empty for productive servers
define('ENABLE_SSL', true); // secure webserver for checkout procedure? [/code]

Those two were blank before so I entered the correct information uploaded the file then went to the following link and the settings were the same:

[url]https://www.rampagehosting.com/cart/catalog[/url]

The settings are still the same. If anyone knows how to fix this please let me know. Thanks.
