Go to your state web site.  There should be a section about starting a business.  From there, you can figure out if any of the licenses apply to you.  

If you are selling tangible items, I want to say yes- you have to have a business license, occupational license, tax id, etc.  

Follow Mattice's advise, call your local chamber of commerce, they will be the friendliest in helping you :)

ps....I just went though all of this for my business.  (I am in Florida and the laws can be quite different, but then again, quite the same ;) )
