Competitor Causing all kinds of problems what can i do

Around 600 times a day getting billed for not all but enough spoke to search engines and all they do is give me a credit but on google you set a limit per day once limit is hit your ad comes off well mine not showing up due to this. He is also creating false customers on the site and buying items in which he will pay with money or check. Is there anything i can do stop this. Thanks in advance. Just want to make some money.
