First thing I would do is track his IP address though your site (collected evidence).  Take a look at your log files and/or try one or both of these:

User Tracking with Admin
http://www.oscommerce.com/community/contributions,1055

IP Address Collecter
http://www.oscommerce.com/community/contributions,222


With a little mod to one of these - maybe you can "BAN" his IP address or send him to Google or dumbpeople.com????
