Sorry - that would be up to your referring site or advertising banner processor to block or ban his IP address from clicking or at least from you being charged.  Also you should be paying for UNIQUE IP clicks - I would think anyway....

I would keep a log of his IP every time he clicks though to your site and submit that to your add processor/Google and complain to have his IP banned or don't server to his IP address your adds  or to do something else  - due to this "ABUSE".

Find and fill in a "rubber stamp" version of a Cease and Desists letter and send him that - if posable also send via snail mail.
