Move stylesheet and column calls to header/footer

If the stylesheet calls were removed from every page and added to the header the methods of creating templates and themes would be greatly simplified.  This is a simple change for the team to make and it would especially help newbs coming from the html world to be able to control the look of their shops in a way that they are accoustomed to.

Also, the column calls should be moved to the header(column left) and the footer (column right) to be in line with the standard methods of doing these things.

These two changes alone, although there are others that could be made, that are easy to make by the team, would improve the usability and customization of osc by leaps and bounds.

Contributions wouldn't need to address the styles in their pages, users could customize existing themes much easier and the world would be a better and happier place.
