The admin-link part could probably be achieved by modifying the header with an if/then statement. 

The system I envision, however, goes beyond just users/groups, and could generate pages based on referral source, etc. It would almost be a blend of users/groups/affiliates/logic etc. The base would be a core set of templates that is the default. This would be followed by a set of rules that determines if the whole or partial sets of templates override the default set. This could be hard coded (e.g. user is a member of group X) or dynamic (e.g. coming from a source that is co-branding my site via a special URL or referral link). 

In fact, one could even go so far as to make everything about the store rules based, so that seasonal promotions/pricing could automatically go into effect, etc. But then again, I have a feeling that I'm starting to get into a more in-depth revsion of the core logic... I'd be happy with group-based template and price delivery for now. 

(I'll just hack my way to dynamically generated group statuses!) ;)
