Referral System?

I was wondering why not have a module or something so that a referral system can be built straight into osCommerce? Like..every user that already has an account and tallies up click throughs and actual sales from that customer's referral id then with each sale you'd get a credit and after so many sales or a specified period of time that user could use the checkout system and use those credits like cash or choose to have something sent to them in their paypal account or by check. What do you guys think?
