smart shipping methods

My issue is this: I have many local customers that select 2nd Day or 3 Day shipping that are in the same state as I am. I'd like the system to know based on the customer account info that these shipping methods aren't necessary or even show them as options (hope that made sense). Anyone doing anything like this?
