Do I understand correctly that you want to deploy a full P3P=20
implementation including the compact format? Because only deploying=20
compact policy format headers is not allowed by the specification and=20
dangerous from the semantics one spreads with the tokens alone.

I've never heard of any problem of older browsers with the P3P Header=20
(that can also carry the location of the Policy Reference File).
