installing compact policy via header on Apache 2

its unclear of Apache 2 supports mod header. I tried adding .htaccess 
file and nothing appears in
the http header. I tried inserting a header command in appache2 
httpd.conf and it fails on syntax.

1. is mod_header in apache 2 ?
2. what is the line for compact p3p line in httpd.conf
