BTW, it is normal if semantics is difficult to understand since P3P is quite young. In the future, more people will (may be) become knowledgeable with P3P and consensus will be more common. But, in the mean time, it reminds us that P3P alone is not sufficient since the interpretation of a P3P policy is not always obvious.
