Help with P3P Validator error message

Greetings,

I used the IBM P3P Policy generating tool to put together a privacy policy
for my site.  The tool reported no errors, but when I run the site thru the
P3P validator, I get the following error reported:

"Error: The target document does NOT include an appropriate element for the
P3P policy indicated at line 3"

Any thoughts on what this means, and what I might look at in order to get it
fixed?  Any thoughts would be appreciated.
