No such file or directory

I'm attempting to install perlfect-search on a Windows 2000 server with
IIS5.  I received the following message.  
 
 
Cannot open /rp-webdev-w2k/cgi-bin/search/data/inv_index_tmp: No such file
or directory at C:\Inetpub\wwwroot\Tacweb\cgi-bin\search\indexer.cgi line
117.
 
The file does exist.  I see it in the data folder.  Any suggestions?
