big changes in trunk - readme before updating from svn

Hi all,

I have just checked in a large amount of code into trunk.  After
discussing it with a few people they thought it should be in 18.  You
can see the whole changeset at

A couple of words of warning.  It currently only works with SQL accounts
(LDAP is coming rsn) and there are potentially some issues when using
cookie for sending session data.

I am actively working on fixing this, so please be patient during the
transition.  It is a major change, but most of it was needed due to
changes in ACLs for the locations/interlink code.

You might want to wait a day or 2 before running this in your main
development environment.  Bug reports on savannah are always welcome :)
