Language questions

Hi all,

I've got two questions about languages and phpGroupWare:

1. Which api(?) function/method changes the system language?
2. In previous revisions I add new translation into
<SERVER_ROOT>/setup/lang/phpgw_en.lang and it works fine. Now, as I
see, for setup translation it is used
<SERVER_ROOT>/phpgwapi/setup/phpgw_en.lang. Should I use this file?
