Details:

After a fresh install, on php4 + apache2 (on windows), it's impossible to
login with admin accounts, there is only a blank page (no error displayed or
in logs).

After tests, it stop somewhore on the foreach "foreach($ids as $message_id =>
$content)" near line 125 on setup/lang.php, and exactly in the if ($addit ||
@$newinstall || $upgrademethod == 'addonlynew' || $upgrademethod ==
'dumpold').

If the if (@$_POST['submit']), line 50, is changed to if ( false ),
everything look to work fine.
