Summary: emacs backups blow up LoadPlugin

Initial Comment:
In the _loadPlugin function in API.php, it'll die with

a fatal error if you're text editor leaves a backup

copy of a plugin lieing around.  In _loadPlugin, I

modified the second if to ignore files with leading #'s

and trailing ~'s



    function _loadPlugins() {

      if ($dir = @opendir(POT_INCLUDE_PATH .

'API/plugins')) {

        while (($file = @readdir($dir)) !== false) {

          if (strstr($file, '.php') 

->            && substr( $file, -1, 1) != "~"

->            && substr( $file, 0, 1) != "#"

          ) {
