Summary: Split_Tables stops new clients

Initial Comment:
After the tables have been splitted, new clients do not 
show up in the "simple_report". 

Existing client_id's work fine and the database is filled, 
even for new client_ids, but the simple_report ends with 
a failure saying, that _196912 is unavailable.
