Summary: PHP error: files starting with a dot are included

Initial Comment:
If a file starting with a dot and containing .php is
placed in the plugins directory, it is included as a
plugin. This makes it impossible to edit files with
VIM, since it places a temporary swap file named
'.pluginname.php.swp'.

There are two mistakes here:

1) Files starting with a dot shouldn't be included
2) A file should end in .php, not just contain .php in
it's name. For instance, .phps files shouldn't be included.
