The .MRG tables didn't get created because in 1.3.0 new fields have been
added to the pot_accesslog tables:
weekday           TINYINT(1) UNSIGNED    NOT NULL,
`hour`            TINYINT(2) UNSIGNED    NOT NULL,

Split tables does split all the tables up, but since it also adds new
tables to the end of the year, which contain the new format rather than
the existing pot_accesslog.. the mis-match of table structures doesn't
allow a pot_accesslog.MRG to be created.

Didn't see that in the docs..
