It may be the use of the base64_encode in the webbug.js (use escape  
instead). Or, if you are not using base64_encode, the image.php script  
may be trying to base64_decode.

I don't know why the webbug.js uses a base64_encode function. Seems  
"escape" is just fine.

I can send a much improved webbug script that I use, if you like.
