[phpOpenTracker-general] returning_visitor cookie problem

I was wondering if anyone has had problems getting phpOpenTracker to 
set the returning_visitor cookie.

I have the config set to log return visits and embed the call to log 
from within my php script (not via the web bug).

Anyone dealt with this issue before?
